Compressed Calendar Impasse Updates
Greeting AFT Members,
Moving forward, AFT 1828 will be dedicating this to negotiations for the compressed calendar and Mediation/Impasse Updates.
Mediation is scheduled to start on Tuesday, June 17, 2025 at 10:00 AM at the district office in Camarillo. As a reminder, once the union and district start to engage in mediation, all specific details must remain confidential. AFT will keep membership informed here with what is allowable by law.

AFT Local 1828 is finally seeing movement on the Declaration of Impasse over the Compressed Calendar Negotiations. Below is a timeline for what occurred between now and when the union declared impasse with the district that outlines our progress:
TIMELINE OF EVENTS

Monday, March 17 – AFT Local 1828 declared an impasse on the Compressed Calendar Negotiations and informed the district they would need to arrange for impasse.

Friday, March 21 – AFT’s chief negotiator, grievance chair, and president met with our union lawyer to review the process of mediation and fact finding and devise a plan for the union to move forward

Monday, April 7 - AFT Local 1828 received a draft of the Request for Impasse/ Appointment of Mediator from the district and a joint “Statement of Facts” for our approval.

Wednesday, April 9 – After consulting with our union lawyer, AFT Local 1828 responded with our requested edits to both documents

Thursday, April 10 – The district reached out to AFT for clarification about our edits.

Tuesday, April 15 - AFT responded with documentation to support our requested edits.

Friday, April 25 – The District sent a counter proposal for the Statement of Facts. After some back and forth, a statement was agreed to by both parties that evening.

Monday, April 28 – The district’s lawyer/chief negotiator submitted our joint Request for Impasse Determination/Appointment of Mediator to the California Public Employment Relations Board (PERB)

The California Public Employment Relations Board (PERB) contacted AFT Local 1828 to confirm the contents of our documentation and seek clarification

The California Public Employment Relations Board served AFT 1828 and the District with the Impasse/Mediation Approval Document and assigned us a case number

Thursday, May 1 – AFT Local 1828 and VCCCD’s lawyer/chief negotiator received an email from the mediator assigned by PERB with possible dates to meet and a document for both parties to sign agreeing to the rules and laws centered around mediation

Friday, May 2 – AFT responded with three possible dates

Sunday, May 4 – VCCCD’s lawyer responded with one possible date

Monday, May 5 – A date was agreed to for mediation by both parties

Good Morning Faculty,
AFT 1828 began mediation for Compressed Calendar Negotiations with the District in June, but we remain gridlocked over many of the same important issues that affect faculty rights. Even after four mediation sessions, it feels as if we have not moved the needle since AFT 1828 declared impasse on March 17. However, the District’s team continues to present a different story to the Board:

The District insists on offering no additional compensation for classroom faculty who teach excessive instructional hours in a compressed calendar. They argue that “faculty will work fewer hours.” In reality, faculty will be teaching more hours in fewer days and less weeks.

The District’s team is promoting the narrative that faculty will teach fewer hours, which may negatively impact negotiations for a raise in the major CBA reopener.
-
Their team sold the Board on the premise that a one-time stipend of $750 (and a prorated amount for non-contract classroom assignments) is adequate compensation for teaching excess hours and converting our courses to a compressed calendar.
Mediation rules prohibit sharing details of what is at the table, yet the District is allowing AFT to share some items so we can survey our members. There are inconsistencies in the proposed CBA that must be resolved before settling the Compressed Calendar Negotiations to avoid unintended consequences that will impact our members and our students:

Faculty will lose the right to file a grievance over the scheduling of excess hours in a compressed calendar if this current version of the contract is ratified.

Full-time classroom faculty who teach four 4-unit in-person courses could teach up to 28.8 excess instructional hours annually compared to current scheduling. Faculty who teach five 3-unit in-person courses could teach up to 19 excess instructional hours per year without compensation.

Managers who do not understand how to convert to a compressed calendar may resort to scheduling most sections as online or hybrid.
-
To avoid these inconsistencies and inequities, full-time faculty may request to be assigned all online or hybrid sections rather than any full-semester face-to-face courses.

If we settle the contract in its current form, classroom faculty and students will be the most negatively impacted.
The district’s team continues to insist that faculty will work fewer hours under a compressed calendar. Yet, on page 1 of the SAAM Addendum, it clearly states:
“It should be noted that, like with any academic calendar configuration, a compressed academic calendar may impact workload conditions, but those need to be reviewed and negotiated at the district level.”
In the document Understanding and Calculating FTES and Efficiency, published by the CCCCO’s Strategic Enrollment Management Program, it states:
“The benchmark to keep in mind is the 3-hour class in a traditional 17.5-week semester: total meeting time in 3-unit, 3-hour classes is 52.5 hours (3 hours × 17.5 weeks = 52.5 hours). Notice that as the semester length is shortened, the weekly contact hours are increased. Also, as a result of the calculation formulas, the total student contact hours increase from 52.5 total student contact hours in a traditional 17.5-week semester to more than 54 hours.”
STEPS TO A RESOLUTION
AFT must now decide whether to settle in mediation or proceed to fact-finding. AFT 1828 needs to know which issues members view as essential and which are expendable.
What should we accept from the District? What should we demand? Should we move to fact-finding or press the District to work out the details?
If the District refuses to reach a settlement through mediation, the mediator will release both parties to fact-finding. In this stage, a three-person impartial panel will convene and conduct a hearing. At the hearing, both parties will present their arguments and data. The panel will then deliberate and issue a fact-finding report with non-binding recommendations to the Board of Trustees, who may take one of the following actions:

Accept the report as-is or with modifications

Reject the report in full
-
Order the District’s team back to the bargaining table with AFT for further negotiation

Impose the District’s last and final offer from March 17, 2025, on faculty
COMPRESSED CALENDAR SURVEY #5 & “AFT KNOW WHAT’S UP” EVENT
An invitation to Survey #5 will be sent to the email address you provided to AFT 1828 for union correspondence this afternoon. The survey will remain open until Tuesday, November 11, at midnight. There is a lot of information covered within it, so please allow ample time and read each page carefully. Members will be allowed to exit and renter the survey, and change responses up to the date and time it closes.

To provide more detail about the issues covered in the survey and to answer questions from members, the team will host an emergency “AFT Know What’s Up” event on November 5, from 4:00 PM to 6:00 PM in the Orchid Room at the union office. Food and drinks will be provided. We will stream the event live on Zoom so members who cannot attend in person may participate virtually. This will allow faculty to follow along, complete the survey, or revise their responses during the event if desired.

AFT 1828 kept quite busy this past week. Please find information about each item of interest below.
TEMPORARY EMERGENCY CLOSURE MOU
The meeting to continue negotiating the Temporary Emergency Closure MOU scheduled this past Tuesday was postponed by the district. AFT 1828 is waiting to coordinate a new one. We hope this will occur soon considering the two power outages that occurred at Ventura College just over these past few weeks.
COMPRESSED CALENDAR
Members from the Compressed Calendar Negotiations Team met for mediation with the district this past Friday, August 28 from 10:00 AM to 4:00 PM in an effort to settle the compressed calendar. Although an agreement was not reached, both parties scheduled another mediation session for this coming Friday, September 26 at 10:30 AM.
As a reminder, activities that occur during mediation must remain confidential. However, AFT Local 1828 wants to assure you that the team is doing everything possible to reach a fair and equitable settlement with the district. Since we only get one opportunity to negotiate the foundation for a compressed calendar through a strong contract, we ask for your patience and resolve to achieve the best possible settlement as the process plays out.
“Let’s Talk” - AFT 1828 MEMBER ENGAGEMENTS FOR THE MAJOR CBA REOPENER
AFT kicked off the year this past Wednesday at Herzog Wine Cellar by hosting numerous members who shared their issues and concerns about the compressed calendar and the upcoming CBA.
As a part of our preparation for the Major CBA Reopener, the chief negotiator and members from the team will host a series of “Let’s Talk” membership engagements over the next month entirely through Zoom for exclusive populations (part-time, non-instructional, lab instructors, department chairs, etc.) so these members may share their unique needs and concerns over the upcoming CBA negotiations.

Last week, AFT 1828 hosted an AFT Know What’s Up event at each of the main campuses to update our members about mediation for Compressed Calendar negotiations, the upcoming CBA negotiations, and other pressing issues facing faculty at the beginning of the semester. In case you were unable to attend, here is the presentation given by AFT Chief Negotiator, Nathan Cole, during flex this past week.
As reported in the last negotiations update, members from the EC attended the “Responding to ICE on Campus” hosted by the district on Monday, August 4. In addition, administrators shared a bit of that information with faculty during some of this past week’s flex events. AFT 1828 plans to address faculty and union concerns with the district.

HOW CAN I HELP?
Your voice is needed now more than ever. AFT needs our members to attend the VCCCD Board of Trustees meeting this coming Tuesday, August 12, and demand the board of trustees instruct the district’s team to settle the compressed calendar negotiations in mediation with a fair and equitable contract. The board must see and hear that faculty are serious about what we are requesting from the district and urge them to settle during mediation so both parties may begin the process of negotiating the new contract. Please let AFT know if you intend to speak at the Board meeting. We anticipate many people attending this board meeting to speak on various things. Please show up early to fill out a card.
For more information about how to speak, required times, and talking points for speaking at the board, please email one of AFT’s EC members or reach out to your campus VP. If for any reason you cannot attend, you may choose to submit an electronic public comment card, which will be made available to the board before Tuesday’s meetings and become a part of the public record. AFT 1828 SUMMER NEGOTIATING ACTIVITY
AFT 1828 kept busy over the summer advocating for faculty rights. We engaged in the following:

May 21 – Dual Enrollment: The union president and chief negotiator met with the district to discuss the dual enrollment agreement with K-12 districts for AY2025/2026. This was not a negotiations meeting, rather an information sharing session to ensure the new agreements do not violate any aspects of the current CBA

June 17 - Mediation: The negotiations team met with the district at their offices in Camarillo to engage in our first mediation session over compressed calendar negotiations. We started at 8:30 that morning and ended at 5:00 PM.

June 24 – June 28 – CFT Summer School: Members of the EC and the Major CBA negotiations team attended the CFT Summer School in Los Angeles to learn more about negotiating a better contract and DEI in the classroom.

July 2 – PT Health Benefits: AFT met with the district to address concerns about PT health benefits and some overpayment that occurred on the district’s part during AY 2024/25. AFT ensured that those faculty affected would not be harmed. Eligible PT faculty who opted to enroll in the district’s employee +1 or family health benefit plans were contacted through email about any changes for AY 2025/26.

August 4 - Responding to ICE Activity on Campus: EC members attended the “Responding to ICE Activity on Campus” training held at the district yesterday. AFT 1828 will be working closely with the district to address our concerns that came from the training in regard to faculty working conditions and rights that center around this extremely important topic.
OPEN ENROLLMENT FOR SISC MEDICAL PLANS
A reminder to you that the District’s Open Enrollment for SISC medical plans ends next Friday, August 15th, 2025. Open Enrollment is for the SISC health plans ONLY. Open Enrollment for the Delta Dental, EyeMed and UNUM Voluntary Life Insurance plans will take place in October. Any enrollment changes you make for yourself and/or your dependents will take effect on October 1, 2025.
During open enrollment, you may:

Switch to another medical plan

Enroll an eligible dependent

Drop coverage for a dependent

If eligible, enroll in a medical plan that you previously waived/terminated/changed coverage
